When building & rebuilding things in the lab, I try to use certificates.
I run into this all the time, when a FQDN has a certificate, and I’ve just rebuilt things partially.

Short & sweet….when you first get to the country selection screen…
Hit Shift + F10
Type oobe\bypassnro
System reboots….
Hit Shift + F10 again
Type ipconfig /release
Now, when you get to the network screen, say I don’t have internet!
Also…get the Windows license key from the registry:
HKLM\SOFTWARE\Microsoft\Windows NT\
CurrentVersion\SoftwareProtectionPlatform\BackupProductKeyDefault
