Personally, I believe that should be a GUI option, and not these steps….
When you get to the “select country” screen…
Hit Shift+F10….
In the new prompt, enter “OOBE\BYPASSNRO“…
Computer reboots, and you are back to the “select country” screen…
Hit Shift+F10….followed by “ipconfig /release”….
Close the prompt….
When prompted for a network….choose “I don’t have internet”
From there, you will be prompted for a local account.
